Ok, I fixed my problem. The Carb wasnt on all of the way. But my bike has lost power. It will idle perfectly and rev up, but as soon as there is a load on the engine, it sputters and no amount of throttle will get it going. Ive checked the choke and its fine.

It could be a couple of things, an they are all quick checks... First of all check your fuel mixture, good fresh gas mixed with good 2-stroke oil at the rite ratio - 20:1 - 50:1... Check spark plug gap... you can also read the plug, run the bike for a sec, then pull the plug an compare to our trouble shooting chart... but make sure your engine is sealed up tight no air leaks... low compression translates to low power.. check the throttle cable taunt-ness... also it really helps to rtv the inner bore of the carb where it clamps the outer diameter of the manifold/ seal up those 4-5 slits. Fuel is perfect. Bike ran perfectly before. Gap is correct. Engine is sealed tight as far as I know. But the thing you said about the throttle cable tautness... yeah. Me and my neighbor were wondering if the cable was the problem. It lifts out WAYYY to easily out of the carb. We put some spacers in the line made from some old bike chain, and it ran perfectly today. But im borrowing some line from someone, and the carb seems to stick in an open position while im riding.... On another note, my whole throttle is messed up. And it was a new kit.
So whats the official way to fix slack in the throttle cable? (I already know how to adjust the screw thingies on the end and they dont do squat.)
(PS. My float sticks a lot on my carb and leaks gas EVERYWHERE.)

I'm glad we got that figured out, so on to the next,
I apologize about the inconvenience but once a blue moon the cables themselves can be made longer than its housing was cut for and it gets put into a kit anyway, you could try an order another cable and it should fit perfect, cause like I said it only happens once a blue moon.
However, it is possible to make that one work, I've done it...
Its hard to shim the throttle line because it is soldered on either end of the cable, so removing the housing is impossible, but you can delicately splice the housing (it is plastic outer metal inner) with dikes/wire cutters and put a spacer of some sort in like a hollow stud, maybe a barrel adjustment out of an old handlebar or something similar. This should work just fine for you now.
Also the floats sticking... try carb clean, clean out the whole carburetor an make sure there is no foreign material possibly holding the float shut off needle open...
