After reading your comments about the weird laws in AZ, ars 28-2516, and how the speed limit of 20mph is unfair, I thought I would share this with you.

This is what I did to register a motorized bicycle. (actually I was seconds away from having my plate, but the MVD agent said they were out of moped plates for the day.)

Step 1:
Come down here to Bisbee. Anyone on this messageboard is welcome to spend the night at our house and be my guest. The reason you are coming here is because we have the shortest lines in MVD history. 2 agents w/ no lines ever! The other reason is that I have already set it up w/ one of the agents to do this process.

Step 2:
Write out a bill of sale for the motorized bicycle, use your original, a forgery, whatever. Be sure to include sold to name, sold by name, date, 48cc, item description and VIN# which is located beneath the bottom bracket shell of the bike frame on most bicycles.

Step 4:
Take this receipt to a bank and have them notarize it.

Step 5:
Take the notarized receipt to the Bisbee MVD and ask to register your moped. Between the Customer Quick Reference Guide and MVD Policy 05-011, the guidelines for registering a moped are very relaxed. No title or inspections are required by law, so all that is needed is the notarized receipt w/ frame number and your regular car driver's license.

any idea of a good way to do this in MN? ive read quite a bit and i know i gotta do lights and all those goodies, but jw if you know anything about it? thanks

Which agent did you set this up with? I'm thinking maybe that it would be worth it since I ride my bike to Mexico. I can't find any laws in Sonora about mopeds. They only have bicycles and motorcyles in there laws. I haven't had any problems yet but you never know. Maybe they see the bicycle with a motor as a motorcycle so if I had it registered they would not bother me.

I went to the MVD in Tucson to inquire about moped registry and nobody had current info... even in their computer. Their director came out and he verified verbally info that I was arguing with staff about. He told the staff and me that it takes a while to get the new info into their database.

At first, they wanted to register my Honda 50cc as a motorcycle (old laws), then they said I had to get a title, etc. Thankfully, their director was knowlegeable and said all I needed was bill of sale and an inpsection.

I'm considering the Bisbee route (after I finish my build) to not have the inspection hassle... who knows, the inspector may try to say I have a motorcycle! You should have seen their faces when I said that I was building my own. They said that nobody does that and looked at me like I was a nut.

I had the same problem in Bisbee. They could not figure out how to get me a plate. I kept going back every week for a month and they finally figured out how to do it. So now it should be easy for anyone else.
